A young lady who evacuated thinking that she could go back soon visits a place near her former residence designated as a difficult-to-return area in a white raincoat four years later. The place eventually becomes an intermediate storage facility. Knowing that the nuclear power plant will be restarted somewhere else, she mutters, "I wanted to believe that something would change at least even though being driven to despair."
