It means "(The boat) is tossed (by the waves) but does not sink" in Latin. A state or city is often compared to a ship, and Paris also has long adorned the coat of arms with a sailboat and adopted this phrase as a motto. At the fire of Notre Dame Cathedral, mayor Anne Hidalgo also called on the Parisians to get over this "pain" at any cost on Twitter, quoting this phrase.
