There is a premise that each individual must undertake his/her poverty in the government policy of "support for independence" that arouses "motivation" of people suffering extreme poverty and return them to labor market again by institutional support. However, before that, some measures are indispensable to "the structure in which people can not get out of poverty even if they work."  The social welfare scholar says that "comprehensive viewpoints" such as employment opportunities and housing securing are still considerably insufficient in the poverty problem.
